Legislative assent is given to the purposes of the various congressional grants to the state
for the endowment and support of an Iowa state university of science and technology, and
an agricultural experiment station as a department thereof, upon the terms, conditions, and
restrictions contained in all Acts of Congress relating thereto, and the state assumes the
duties, obligations, and responsibilities thereby imposed. All moneys appropriated by the
state because of the obligations thus assumed, and all funds arising from said congressional
grants, shall be invested or expended in accordance with the provision of such grant, for the
use and support of said university of science and technology located at Ames.
