The general assembly hereby determines that the annual revenues of the state are
insufficient to finance the immediate building requirements and other facilities and utilities
services requirements of the institutions of higher learning under the jurisdiction of the
state board of regents and in order to provide these buildings, facilities and utilities services
when they are needed, it is necessary to authorize the issuance of revenue bonds by the state
board of regents, subject to the restrictions and limitations hereinafter set forth. It is the
intent of the general assembly that revenue bonds issued for academic and administrative
buildings and facilities and utilities services shall supplement and not supplant legislative
appropriations for the same or similar purposes.
