Notwithstanding section 633.63 or any other provision to the contrary, a local public
guardian shall not provide direct services to or have an actual or the appearance of any
conflict of interest relating to any individual for whom the local public guardian acts in the
capacity of a guardian, conservator, or representative payee, unless such provision of direct
services or the appearance of a conflict of interest is approved and monitored by the state
office in accordance with rules adopted by the department.
