The purpose of this chapter is to preserve free and private enterprise, prevent monopoly,
and also to protect consumers by regulating the balance of competitive forces in beef and
swineproduction,byenhancingthewelfareofthefarmingcommunity,andalsobypreventing
processors from gaining control of beef or swine production.
