Whenever there is a change in ownership of a driver training school, DUI Alcohol or Drug Use Risk Reduction Program, or driver improvement program, the department shall be notified no later than 30 days after such change in ownership. After any change in ownership to any person otherwise qualified to operate a driver training school, DUI Alcohol or Drug Use Risk Reduction Program, or driver improvement program pursuant to this chapter or Title 40, the department shall consider the duration of operation of any previous owner in any required calculation for duration of operation by a successor owner.
