(a)The department shall promulgate such rules and regulations as are necessary to effectuate and administer the provisions of this article pursuant to Chapter 13 of Title 50, the "Georgia Administrative Procedure Act." (b) The commissioner is authorized to issue such orders, authorizations, and modification thereof as necessary to implement this article.

(c)A court shall take judicial notice of all rules and regulations promulgated by the department pursuant to this Code section.
