(1)(a) The commission shall submit to the President of the Senate, the Speaker of the House of Representatives, and the majority and minority leaders of the Senate and the House of Representatives, on August 1, on an annual basis, a report on the status of competition in the telecommunications industry and a detailed exposition of the following: 1. The ability of competitive providers to make functionally equivalent local exchange services available to both residential and business customers at competitive rates, terms, and conditions. 2. The ability of consumers to obtain functionally equivalent services at comparable rates, terms, and conditions. 3.
