Every bond resolution shall be introduced in writing in the form in which it is to be finally passed, and upon final passage shall be published in full in at least 1 newspaper published in the County and having general circulation therein together with a notice in substantially the following form: NOTICE The bond resolution published herewith was adopted on the ________________ day of ________________________________ 20________, and the validity of the obligations authorized by such resolution may be hereafter contested only if:

(1)Such obligations are authorized for a purpose for which the County is not authorized to expend money, or
(2)The provisions of law which should be complied with at the date of the publication of such resolution are not substantially complied with, and an ac
