§ 315 — Electric and natural gas utility distribution system improvement charge

(a)The following definitions shall apply in this section:
(1)As used in this section, “DSIC costs” means depreciation expenses, and pretax return associated with eligible distribution system improvements.
(2)As used in this section, “DSIC rate” refers to a distribution system improvement charge.
(3)As used in this section, “DSIC revenues” means revenues produced through a DSIC exclusive of revenues from all other rates and charges.
(4)As used in this section, “eligible distribution system improvements” means new, used and useful electric or natural gas utility plant projects that: a. Do not increase revenues by connecting the distribution system to new customers; and b. Are in service; and c. Were not included in the public utility’s rate base in its most recent general rate ca
