(a)Restructuring plan for DP&L. —
(1)Filing and contents of plan. —On or before April 15, 1999, DP&L shall file with the Commission a detailed plan for implementing retail competition in DP&L’s commission-designated service territory. Such plan shall include: a. Separate prices or rates for electric supply, transmission, distribution and other services (which may later be combined for billing purposes); b. Procedures for providing direct access for all electric suppliers; c. Revised tariffs and rate schedules; d. An optional residential time of use rate with three daily time of use periods to be available for any residential customer who elects such a rate structure; and e.
