Text
(a)The Commissioner may hold a hearing without request by others for any purpose within the scope of this title.
(b)The Commissioner shall hold a hearing:
(1)If required by any other provision of this title; or
(2)Upon written application for a hearing by a person aggrieved by any act, threatened act or failure of the Commissioner to act, or by any report, rule, regulation or order of the Commissioner (other than an order for the holding of a hearing, or order on a hearing, or pursuant to such order, of which hearing such person had notice). Any such application must be filed in the Department within 90 days after such person knew or reasonably should have known of such act, threatened act, failure, report, rule, regulation or order, unless a different period is provided for by othe
