(a)(1) A person, by agent or otherwise, may not cause a trash container having a capacity of 2 cubic yards or greater to be placed on a highway, unless the container has all of the following: a. A strip of red and white, high-intensity, reflective conspicuity adhesive tape that is no less than 4 inches wide and wrapped fully around the midpoint of the container. The midpoint of the container is between the bottom of the container and the opening at the top. b. The name and phone number of the owner of the container, or the owner’s agent, in font that is no less than 3 inches high.
(2)For purposes of this section, “highway” means a way or place open to the use of the public as a matter of right for purposes of vehicular travel and includes the entire width between the boundary lines of
