The authority of the Mayor under [§§ 46-404 through 46-415.01 ] to issue marriage licenses and authorize officiants shall apply only during a period of time when the Clerk of the Superior Court of the District of Columbia is not issuing marriage licenses because of a total or partial federal government shutdown.
