(a)The Commissioner of Housing shall be responsible for the administration, review and reporting on the incentive housing zone program as provided in sections 8-13m to 8-13x, inclusive.
(b)On or before January 1, 2009, and annually thereafter, the commissioner shall submit an annual report on the program to the Governor and the General Assembly in accordance with section 11-4a . Each municipality shall submit to the commissioner any data requested by the commissioner on the incentive housing program. The report shall be based on such data and shall be for the period ending the last day of the prior fiscal year. The report shall (1) identify and describe the status of municipalities actively seeking letters of eligibility;
(2)identify approved incentive housing zones and the amounts and
