There is established an account to be known as the “Military Department state morale, welfare and recreation account” which shall be a separate, nonlapsing account within the General Fund. The account shall contain any moneys required by law to be deposited in the account, which shall include, but not be limited to, proceeds of state military morale, welfare and recreation programs and gifts, grants and donations from public or private sources. Moneys in the account shall be expended by the Adjutant General for the purposes of operating state military morale, welfare and recreation programs. Not later than August 1, 2022, and annually thereafter, the Adjutant General shall submit a report to the Secretary of the Office of Policy and Management concerning deposits into and expenditures from
