No person shall take any smelt in any of the waters of Long Island Sound, or in any river or creek or tributary thereof lying north and east of a line drawn from the southwest end of J. Kennedy Tod's Point to what is known as W.
M.Ritch's Dock in Byram Harbor, in the town of Greenwich, otherwise than with a hook and line.
