(a)In addition to the purposes, powers and responsibilities vested in the MIRA Dissolution Authority pursuant to this chapter, the MIRA Dissolution Authority shall:

(1)Identify the immediate environmental needs and knowledge necessary for future redevelopment of the authority's properties located at 300 Maxim Road in Hartford and 100 Reserve Road in Hartford, (2) engage representatives of the city of Hartford and other stakeholders, as appropriate, with respect to the future of the properties identified in subdivision (1) of this subsection, (3) continue to operate the authority's transfer stations until acceptable alternatives, operated by entities other than the authority, become available, as determined by the Commissioner of Energy and Environmental Protection, and (4) wind down the

(b) Not later than January 1, 2024, the authority shall submit a report, in accordance with the provisions of section 11-4a to the Secretary of the Office of Policy and Management and the joint standing committees of the General Assembly having cognizance of matters relating to the environment and planning and development. Such report shall include a plan and timeline for the activities set forth in subdivisions (1) to (3), inclusive, of subsection (a) of this section. (c) The authority and any other state agency may enter into one or more memoranda of understanding that will facilitate the authority's purposes, powers and responsibilities under this chapter and subsection (a) of this section, provided any such memorandum of understanding shall terminate as of June 30, 2025.
