(a)Not later than January 1, 2009, the Governor's Steering Committee on Climate Change shall establish a subcommittee which may be composed of, but not be limited to, members of the Governor's Steering Committee on Climate Change. Such subcommittee shall (1) assess the impacts of climate change on state and local infrastructure, public health and natural resources and habitats in the state;
(2)develop recommendations and plans that, if adopted, would enable state and local government to adapt to such impacts; and (3) provide technical assistance to implement such recommendations and plans.
(b)On or before December 31, 2009, the subcommittee shall report to the Governor's Steering Committee on Climate Change on its assessment of current state and private programs and research concerning
