The Commissioner of Social Services shall develop a guidebook that includes, but need not be limited to, a glossary and plain language explanation of the terms relating to and a description of the Medicaid nursing home rate setting process. Not later than July 1, 2024, the commissioner shall post the guidebook in a conspicuous area on the Internet web site of the Department of Social Services. The commissioner may update the guidebook as deemed necessary.
