§ 16-9b — Commissioner of Energy and Environmental Protection to be party to proceedings before authority.

The Commissioner of Energy and Environmental Protection shall be a party to each proceeding before the Public Utilities Regulatory Authority and may participate in any such proceeding at said commissioner's discretion.
