(a)Each gas company and electric distribution company, as such terms are defined in section 16-1, shall, upon request of a person who certifies that such person is the owner of a property that is used exclusively for nonresidential purposes and contains not more than twelve thousand square feet of total floor area that is rented or leased, to which the company provides service that is billed to a person other than such requestor, agree to:
(1)Notify such requestor by United States mail not less than seventy-two hours prior to terminating service to such property; and (2) Reinstate gas or electric service, as applicable, by reverting such service to such requestor's name, if, at a later date, such requestor requests such reinstatement.
