At the next general rate proceeding of each gas company and water company, as such terms are defined in section 16-1, with more than seventy-five thousand customers commencing on or after October 1, 2023, and conducted pursuant to section 16-19, the Public Utilities Regulatory Authority shall investigate and determine whether to implement low-income rates for such company's customers. Any low-income rates adopted pursuant to this section in a general rate proceeding shall apply only to the rate plan that is the subject of such proceeding.
