Not later than January 1, 2025, each gas company, as defined in section 16-1, shall institute a program to provide a rebate to any customers of such company that use natural gas for a shared clean energy facility, as defined in subdivision (2) of subsection (a) of section 16-244z, that was selected in a solicitation pursuant to said subsection on or before December 31, 2023. The amount of such rebate shall equal the retail delivery charge that such company charges such customer for transporting natural gas to such shared clean energy facility. Such company may recover the costs of providing such rebates through such company's decoupling mechanism pursuant to section 16-19tt.
