(a)For the purposes of this part, the exercise of personal jurisdiction by the Office of State Ethics over any nonresident person, or the agent of such nonresident person, is limited to any such person or agent who makes a payment of money or gives anything of value to a public official or state employee in violation of section 1-101nn, or who is, or is seeking to be, prequalified under section 4a-100.
(b)Where personal jurisdiction is based solely upon this section, an appearance does not confer personal jurisdiction with respect to causes of action not arising from an act enumerated in this section.
(c)Any nonresident person or the agent of such person over whom the Office of State Ethics may exercise personal jurisdiction, as provided in subsection (a) of this section, who does not o
