Text
The general assembly finds that the
permitting and routing of motor vehicles transporting hazardous materials is a
matter of statewide concern and is affected with a public interest and that the
provisions of parts 1, 2, and 3 of this article are enacted in the exercise of the police
powers of this state for the purpose of protecting the health, peace, safety, and
welfare of the people of this state.
