Text
(1)The city council, upon the report and
recommendation of the city manager, has the power to create and establish by
ordinance administrative departments of city administration. It is the duty of the
city manager to propose a plan of administrative organization to the city council
within sixty days after his appointment which, if approved by the city council, shall
be adopted by ordinance. The administrative plan shall provide for the
establishment of the office of city clerk. The city clerk shall be ex officio city
treasurer and clerk of the city council. Subject to the supervision and control of the
city manager in all matters, the city clerk shall keep and supervise all accounts and
have custody of all public moneys of the city; apportion and collect special
