Text
The city council shall
appoint a city manager who shall be the chief administrative officer of the city. The
city manager shall be chosen solely on the basis of his executive and administrative
qualifications and need not, when appointed, be a resident of the city or of the
state. No member of the city council shall be chosen as city manager during his
term of office. The city manager shall be appointed for an indefinite term, but he
may be removed at the pleasure of the city council for cause. Before the city
manager may be removed, he shall be given, if he so demands, a written statement
of the reasons alleged for his removal and he has the right to be heard thereon at a
public meeting of the council prior to the final vote on the question of his removal.
