As used in this part 4, unless the context otherwise requires:
(1)Consumer means any public or private user of water facilities or
sewerage facilities or both.
(2)Governing body means the body which is in charge of the municipality's
water or sanitation facilities, whether or not the same is a governing body as
defined in part 1 of article 1 of this title.
(3)Joint system or joint water and sewer system means water facilities
and sewerage facilities combined, operated, and maintained as a single public
utility and income-producing project.
(4)Municipality means a municipality as defined in part 1 of article 1 of this
title and includes any quasi-municipal corporation formed principally to acquire,
operate, and maintain water facilities or sewerage facilities or both.
