Text
The governing body
of the municipality in which the district is located shall constitute ex officio the
board of directors of the district. The presiding officer of the governing body shall
be ex officio the presiding officer, the clerk of the governing body shall be ex
officio the secretary, and the treasurer of the municipality shall be ex officio the
treasurer of the board and district. The secretary and the treasurer may be one
person. Such board shall adopt a seal. The secretary shall keep in a visual text
format that may be transmitted electronically a record of all its proceedings,
minutes of all meetings, certificates, contracts, and all corporate acts, which shall
be open to inspection of all owners of property in the district, as well as to all other
interested parties.
