Text
It is the intention of the general assembly
to set forth in this article the procedures for exercising the initiative and
referendum powers reserved to the municipal electors in subsection (9) of section 1
of article V of the state constitution. It is not the intention of the general assembly
to limit or abridge in any manner these powers but rather to properly safeguard,
protect, and preserve inviolate for municipal electors these modern
instrumentalities of democratic government.
