As used in sections 31-10-908 to 31-10-913, unless the context otherwise requires:
(1)Eligible elector means a person who is a registered elector, as defined
in section 31-1-101 (9).
(2)Mail ballot election means an election for which eligible electors may
cast ballots by mail and in accordance with this part 9.
(3)Mail ballot packet means the packet of information provided by the
clerk to eligible electors in a mail ballot election. The packet includes the ballot,
instructions for completing the ballot, a secrecy envelope, and a return envelope.
(4)Return envelope means an envelope that is printed with spaces for the
name and address of, and a self-affirmation to be signed by, an eligible elector
voting in a mail ballot election, that contains a secrecy envelope and ballot,
