Each candidate for office, or
interested party in case of an issue, at a municipal election is entitled to appoint
some person to act in his behalf in every precinct in which he is a candidate or in
which the issue is on the ballot. Such candidate or interested party shall certify the
names of the persons so appointed to the clerk on forms provided by the clerk. In
case a watcher must leave the polling place, he may designate an alternate to act in
his behalf while he is absent, if such alternate is made known to the election judges
by an affidavit of the person first named as a watcher.
