Text
(1)Except where a statute specifically
provides otherwise, no person shall be permitted to vote at any municipal election
without first having registered within the time and in the manner required by this
section and sections 31-10-204 and 31-10-205.
(2)Registration requirements for municipal elections shall be the same as
those governing general elections. Registration with the county clerk and recorder
shall constitute registration for municipal elections.
(3)Where a statute specifically allows persons who have qualifications
different from registered electors to vote on a particular measure, the governing
body may require that each such person desiring to vote sign a written oath before
voting that he meets each qualification required to vote on the measure.
