(1)The governing board of any state institution of higher education is authorized to promulgate rules establishing a system of identification of students, faculty, and staff that may include provisions for penalties other than criminal penalties and provisions for disciplinary action for failure to display one's identification card upon request by an authorized official, possession of a false identification card, and alteration of an identification card. The authorized officials of such institution have authority to detain a person upon the property under the control of the institution for the purpose of obtaining proper identification if such person refuses to display the person's identification card or otherwise give adequate identification upon request by an authorized offici
