Text
The board of governors of the
Colorado state university system is authorized to initiate and expand plant breeding
programs that will result in the development of disease-resistant varieties of crop
plants, particularly of small grain varieties that are resistant to black stem rust
disease, and to continue or expand any plant breeding program which may be
necessary to protect important crops of Colorado from diseases that would
endanger or seriously reduce the production of these crops in the state of Colorado.
