Text

(1)(a) The division shall constitute an enterprise for the purposes of section 20 of article X of the state constitution so long as the division retains the authority to issue revenue bonds and the division receives less than ten percent of its total annual revenues in grants from all Colorado state and local governments combined.
(b)and (c) (Deleted by amendment, L. 2006, p. 511, � 2, effective July 1, 2006.)
(d)Repealed.
(2)(a) As used in this section, grant means any direct cash subsidy or other direct contribution of money from the state or any local government in Colorado which is not required to be repaid.
(b)Grant does not include:
(I)Any indirect benefit conferred upon the division from the state or any local government in Colorado;
(II)Any revenues resulting fr
