The department shall develop
procedures to allocate and disburse the moneys in the fund among participating
school food authorities and facility schools each year, in an equitable manner and in
compliance with the requirements of the federal Richard B. Russell National
School Lunch Act, 42 U.S.C. sec. 1751 et seq.
