(1)If a bill is introduced before
the general assembly that imposes upon a school district, school district board of
education, or board of cooperative services any new mandate or increase in the
level of service for an existing mandate beyond the existing level of service
required by law, other than for the repurposing of existing time or resources, each
school district, school district board of education, or board of cooperative services
that is affected by the new mandate or increase shall have seven days after the
date of the bill's introduction to prepare and submit to the director of research of
the legislative council of the general assembly, or his or her designee, a brief
summary of the fiscal impact of the new mandate or increase upon the budget of
the school district
