As used in this part 3, unless the context otherwise requires:
(1)Applicant means the person or group of persons submitting a proposal
for an independent charter to operate an independent charter school pursuant to
the provisions of this part 3. An applicant may include, but shall not be limited to,
an individual, a group of individuals, a nonprofit or for-profit company, an existing
public school, a school district, or an institution of higher education.
(2)Commissioner means the commissioner of education appointed
pursuant to section 22-2-110.
(3)Department means the department of education created and existing
pursuant to section 24-1-115, C.R.S.
(4)Independent charter means the agreement between a local board of
education and an independent charter school governing the
