As used in this article 20.5, unless the context otherwise requires:
(1)Commissioner of education or commissioner means the office of the
commissioner of education created and existing pursuant to section 1 of article IX
of the state constitution.
(2)Department means the department of education created and existing
pursuant to section 24-1-115.
(3)Dyslexia means a specific learning disability that is neurobiological in
origin and characterized by difficulties with accurate or fluent word recognition and
by poor spelling and word-decoding abilities, which difficulties typically result from
a deficit in the phonological component of language that is often unexpected in
relation to other cognitive abilities and the provision of effective classroom
