Text
(1)Nothing in this article 15.5 forms an
independent basis of statutory authority for using restraint.
(2)Nothing in this article 15.5 authorizes a local education provider to
implement policies, procedures, or standards, or authorizes the department of
education to adopt rules that would limit, decrease, or adversely impact any
policies, procedures, standards, rules, or ordinances that provide greater protection
concerning the use of restraint than is described in this article 15.5.
(3)This article 15.5 does not prohibit transportation provided by the local
education provider from having seat belts, harnesses, car seats, or other devices for
passenger safety.
