(1)On or before December 31, 2009, the office shall review the existing research and
data from this state and other states and compile a report of effective dropout
prevention and student engagement and re-engagement policies and strategies
implemented by local education providers within this state and in other states. The
office may use the findings and recommendations in the report to provide technical
assistance to high priority and priority local education providers, to assist high
priority and priority local education providers in creating student graduation and
completion plans, and to recommend to the state board and the general assembly
