§ 22-11-212 — Department - accountability study - report

(1) (a) The
department shall facilitate a study, in consultation with the technical advisory
panel, a council that focuses on rural education, the accountability work group
described in section 22-11-202 (3), and other advisory groups with relevant
expertise, and make recommendations on lowering student count thresholds on
accountability calculations and reporting.

(b) On or before November 1, 2026, the department shall submit a report on
the results of the study and the recommendations described in subsection (1)(a) of
this section to the education committees of the house of representatives and
senate, or their successor committees.

(2) (a) The department shall facilitate a study, in consultation with the
technical advisory panel, a council that focuses on rural education, the
accountability work group described in section 22-11-202 (3), and other advisory
groups with relevant expertise, and make recommendations on addressing inherent
volatility of test score measurements for local education providers with small
student populations.

(b) On or before November 1, 2027, the department shall submit a report on
the results of the study and the recommendations described in subsection (2)(a) of
this section to the education committees of the house of representatives and
senate, or their successor committees.

(3) (a) The department shall facilitate a study, in consultation with the
technical advisory panel, the accountability work group described in section 22-11-202 (3), and other advisory groups with relevant expertise, and make
recommendations on shortening statewide assessments and implementing
adaptative assessment technology, including the feasibility of aligning adaptive
assessments with federal accountability standards.

(b) On or before November 1, 2026, the department shall submit a report on
the results of the study and the recommendations described in subsection (5)(a) of
this section to the education committees of the house of representatives and
senate, or their successor committees.

(4) Starting in 2030, and every five years thereafter, the department shall
study adjustments to state assessments based on available technology to ensure
state assessments continue to leverage new approaches and methods.
