(1)Every person desiring to practice podiatry in this state shall be examined as to the person's qualifications, except as otherwise provided in this article 290. Each applicant shall submit, in a manner approved by the board, an application containing satisfactory proof that the applicant:
(a)Is at least twenty-one years of age;
(b)Is a graduate of a school of podiatry at which not less than a two-year prepodiatry course and a four-year course of podiatry is required and that is recognized and approved by the board;
(c)Has completed one year of a residency program approved by the board as established by rules promulgated by the board; (c.5) Has passed an examination approved by the board as established by rules promulgated by the board; and
