The practice and procedure of the director with respect to any investigation by the director authorized by this article 105 shall be in accordance with rules promulgated by the director, which rules shall provide for, but need not be limited to, investigation powers, including the right to enter the premises of any place of business registered or subject to registration under this article 105 at any time the business is open or has members of the public present on the premises.
