This article shall not be construed to relieve or lessen
the responsibility or liability of a person owning, operating, controlling, maintaining,
erecting, constructing, installing, altering, inspecting, testing, or repairing a
conveyance for damages to person or property caused by a defect, nor does the
state of Colorado assume any such liability or responsibility by the adoption or
enforcement of this article.
