The department shall do all of the following:
(a)
Establish a toll-free number for programs which receive funds from the state department pursuant to this chapter and which are in need of technical assistance to the extent that funds are made available for the purposes of this subdivision by Senate Bill 1674 of the 1984 portion of the 1983–84 Regular Session. This subdivision shall become inoperative on and after January 1, 1986.
(b)
Gather information and act as a central clearinghouse on parenting materials.
(c)
Develop procedures for annually evaluating the field services and the program support which is to be provided to the
contracting agencies.
