(a)
For purposes of Section 10609.20, and notwithstanding paragraph (4) of subdivision (d) of Section 10609.20, “existing facility” also includes the North City Project, phase one of the Pure Water San Diego Program, for which an environmental impact report was certified on April 10, 2018.
(b)
This section shall become operative on January 1, 2019.
