Any such agreement may be:
(a)
With any person for the construction of a new bridge and the use of any such bridge thereafter jointly by such person and the public.
(b)
With the owner of any existing bridge for the reconstruction thereof, or for the replacement thereof by a new bridge, and the use of any such bridge thereafter jointly by such owner and the public.
