Not later than January 1, 2000, the commission shall commence a proceeding to consider whether to establish a new regulatory framework that does all of the following:
(a)
Ensures that the public has universally available access to basic local exchange service.
(b)
Applies appropriate rules to all telecommunications service providers.
(c)
Encourages the provision of advanced, high-speed digital telecommunications services to the public.
